President Sherrell thanked audience

for attending and welcomed them to

attend regular Board meetings. He

explained the Board is faced with

an agonizing decision of cutting

$800,000 out of the 2009-10 budget.

Questions or comments from audience

members will be addressed at the

beginning of the meeting with name

and address stated. A time limit

of three minutes for comments, with

no more than 30 minutes total for

Public Comment.

COMMENTS AND/CONCERNS OF CITIZENS PRESENT:

Scott Farley, 204 Morningside, Leslie,

asked four questions: 1) is the budget

you are preparing the actual budget for

next year or is this a worst case

scenario budget?; 2) what are all the

assumptions being made in creating the

budget? What is the rationale for choosing

the financial number or impact for each

assumption?; 3) the Central Administration

appears to be top heavy. You have a

finance director, a curriculum director

and an outside negotiator. What are the

formal duties of the current superintendent?;

4) Is the Leslie School Board’s rationale

for not settling a contract with teachers

and support staff about the best interests

of the kids or is maintaining the fund

balance the top priority? If your

ultimate goal is the education of the kids,

explain how not settling contracts with the

teachers and support staff accomplishes

these ends. If you goal is to maintain

the fund balance, explain why this is the

case?


Pam Kunkel-Chappell, 4480 Kinneville Rd., Leslie,

gave an example where bus drivers and lunch

workers are also important in a student’s

educational day. She feels this community’s

vested interest is lost when support staff

is privatized.

Moved by A. Bigg, supported by P. Fogg APPROVE

to approve the High School Credit Recovery CREDIT

Contract Agreement to be implemented at RECOVERY

this school year’s third trimester as PILOT PROGRAM

introduced by High School Principal Jeff

Manthei at the regular Board meeting held on

Monday, February 9, 2009. Vote: ayes 7,

nays 0, absent 0, abstention 0. Motion carried.


Moved by T. Carroll, supported by M. Crowl POLICY

that the Board of Education approve the #1015 -

First Reading of Policy #1015 as outlined FIRST

in Enclosure #2. Vote: ayes 7, nays 0, READING

absent 0, abstention 0. Motion carried.


Moved by A. Bigg, supported by P. Fogg POLICY

that the Board of Education approve the #7620 -

First Reading of Policy #7620 as outlined FIRST

in Enclosure #3. Vote: ayes 6, nays 0, READING

absent 0, abstention 1 (M. Crowl). Motion carried.


Moved by W. Myers, supported by E. Isham REGULATION

that the Board of Education approve the #8280 -

First Reading of Regulation #8280 as outlined FIRST

in Enclosure #4. Vote: ayes 7, nays 0, READING

absent 0, abstention 0. Motion carried.


Moved by T. Carroll, supported by A. Bigg HIRE 8th

to hire Toby Teague as 8th grade girls GRADE GIRLS

assistant basketball coach per the ASST

recommendation of Athletic Director BASKETBALL

Matt Johns. Vote: ayes 7, nays 0, COACH

absent 0, abstention 0. Motion carried.


Considerable discussion ensued regarding current

budget status, impact of federal stimulus package

and proposed budget reduction items.


Special Board meeting/budget work session set for

Monday, March 23, at 6:00 p.m.to continue budget review.


President Sherrell adjourned the meeting at 7:31 p.m. ADJOURNMENT
